Heat oil in a small saucepan over medium-high heat. Stir in flour and chili powder using a flat wooden spoon. Stir continually for 1 minute to allow mixture to turn golden color (don't burn).
Gradually whisk in tomato sauce, then water and spices.
Reduce heat to medium and cook for about 10 minutes until slightly thickened. Add salt to taste.
